The iPhone Pwnage Tool combines iPwner and IPSW Builder tools to enable you to flash a 'clean' iPhone with firmware v1.1.3/1.1.4 to jailbreak it and install and run any of your favorite native iPhone application and/or activate and unlock it for use on any compatible GSM network.

The second of the two tools, IPSW Builder, can modify the .ipsw filesystem, i.e. pre-jailbreak, pre-unlock, pre-activate, and create a complete custom .ipsw installation. It will also enable you to Restore or Update your iPhone from iTunes with a custom .ipsw file.
